When you upgrade a Windows NT 4.0 PDC to Windows Server 2003, the Windows Server 2003
interim functional level is initialized automatically. The Windows Server 2003 interim functional
level supports both Windows NT 4.0 domain controllers and Windows Server 2003 domain
controllers. The Windows Server 2003 interim functional level is ideal if you have groups that
include over 5,000 members in the existing Windows NT 4.0 environment. It’s best to remain at
this functional level until after you upgrade all of the other Windows NT 4.0 domain controllers to
Windows Server 2003.
Note If the forest functional level is set to Windows 2000, the level cannot be changed to Windows
Server 2003 interim through the Active Directory administrative consoles.
The Active Directory administrative consoles cannot be used to change the forest functional level
from Windows 2000 to Windows Server 2003 interim. Although this limitation should not be an
issue when performing an in-place domain upgrade, it may be an issue if migrating to a new side-
by-side Windows Server 2003 domain.
To raise the forest or domain functional level to Windows Server 2003 interim, you must use a
Lightweight Directory Access Protocol (LDAP) application, such as ADSI Edit or Ldp (found in the
Windows Support Tools) to edit the value of the msDS-Behavior-Version attribute. You must be
logged on as a member of the Enterprise Admins group to modify this attribute. You can use the
Active Directory Domains and Trusts snap-in to change the forest functional level as Figures 25
and 26 show.
